23February2019 The cold wind is moving southwards mostly which makes the affected regions mostly to the Northeast of Vietnam. Hanoi is wet with rain dusts (light rains). And the wind is weak in the morning and strong again the the afternoon which helps make the weather dry again in the capital city later in the day.
