1/In North Vietnam, February is spring time. There could be a few spells of mild cold winds at the beginning of the month though. Also, the easterly winds and southeasterly winds have more effects in the north which may result in light drizzles (rain dust) and thick fogs on some days in the North. The foehn wind has more effects in Son La, Dien Bien and Lai Chau which makes the temperatures in these provinces distinctly higher than the rest of the North.
In the first week of 2019, the North of Vietnam enjoyed sunny and pleasant weather in the lowlands, pleasantly cool weather in the mountains. The temperatures in the first week of February 2019 were 13-29oC in the Northeast, 13-32oC in the Northwest, 17-28oC in the lowlands.

North Vietnam enjoyed lovely weather during the Lunar New Year (4-7February2019) with sunny and mostly clear skies. Though it was lovely weather, most Vietnamese people in the North would prefer chilly or mild cold weather during Tet which makes the atmosphere more traditional and the food not stale for a few days.
The second week of February 2019 continued with lovely sunny weather at the beginning. There was a weak spell of cold wind at mid week that cooled down the air and that brought along some rains for a couple of days. Before the cold wind, the temperatures were 17-29oC in the Northeast, 16-34oC in the Northwest, 21-32oC in the lowlands. During and after the cold wind, the temperatures were 13-24oC in the Northeast, 19-33oC in the Northwest, 20-27oC in the lowlands.
The third week of February 2019 came with rainy and cloudy weather in the North of Vietnam. The rains were mostly light (rain dust) and short; it was mostly cloudy and pleasant for the rest of the week. The temperatures were 12-22oC in the Northeast, 15-32oC in the Northwest, 21-29oC in the lowlands. Son La, Dien Bien Phu and Lai Chau enjoyed sunny weather most of the week.
The fourth week of February 2019 came with a new spell of cold wind to the North of Vietnam bringing back the winter to part of the region. The wind moved southward and affected mostly the Northeast of Vietnam, part of the North of The Central Region of Vietnam, and the lowlands. There were extremely light rains (rain dusts) in the Northeast, lowlands and part of the North of the Central Region. The Northeast was cold, cloudy and rainy, 8-24oC. The Northwest was mostly sunny, Hoa Binh was mostly rainy and cloudy, 15-32oC. The lowlands were foggy and wet in the morning, cloudy and dry later in the day, 16-27oC.
2/ The North of the Central Region (Thanh Hoa, Nghe An, Ha Tinh) has similar weather conditions to the North. In the first week of February 2019, the North of the Central Region enjoyed sunny and pleasant weather with temperatures 17-30oC.
The North of the Central Region enjoyed a really lovely Lunar New Year (Tet).
The second week of February 2019 came with mostly sunny days with temperatures between 20-30oC. During and after the cold wind, there were some light rains, the temperatures were 21-26oC.
The third week of February 2019 was cloudy, 22-28oC in the first half; rainy and sunny, 21-28oC in the second half.
The fourth week of February 2019 the region was partially affect by the new spell of cold wind. It was mixed rainy, cloudy and sunny in the region, 16-28oC.
3/The coastal areas in the Central Region of Vietnam (Central Coast of Vietnam including: Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Phu Yen, Binh Dinh, Khanh Hoa, Ninh Thuan, Binh Thuan). February is the start of the dry season here. It is normally sunny with pleasant temperatures.
In the first week of February 2019, the Central Coast of Vietnam had sunshine throughout the region. The temperatures were 17-33oC. The foehn wind started having strong effect in Quang Binh and Quang Tri which makes the air dry and the temperatures high suddenly.
In the second week of February, it was mostly sunny throughout the Central Region of Vietnam. Quang Binh started feeling the heat of the foeuhn wind (Lao wind). The temperatures were 22-33oC. The temperatures were slightly lower during and after the cold wind spell in the latter half of the second week.
Third week of February was with sunny days, 21-33oC.
The fourth week of February the weather pattern was basically the same. Only Quang Binh Province got some rainy days due to the arrival of a new spell of cold wind to the North. It was mostly sunny throughout the region, 2-32oC.
4/ The Central Highlands of Vietnam is in the dry season in February. Sunny days were the norm in February 2019. The temperatures were 17-34oC in the first week of the month mostly, 12-27oC in Da Lat.
The second week was sunny, 16-34oC; 12-28oC in Da Lat.
Third week was sunny 17-33oC, 13-25oC in Da Lat.
The fourth week was sunny, 17-34oC, 12-26oC in Da Lat
5/The South of Vietnam (Ho Chi Minh City, Tay Ninh, Vung Tau, Dong Nai, and the Mekong Delta) is in the dry season in February.
In the first week of February 2019, the South enjoyed bright sunshine, 24-33oC.
Second week was sunny, 22-35oC.
Third week was sunny, 24-33oC.
The fourth week was sunny and warm, 23-35oC. The high temperatures came early in 2019 that there were some days it got up to 35oC with high humidity in Ho Chi Minh City.
